Home owner called saying they had water seeping into their basement. Inspector Patrick Hannigan went and inspected the basement to see what the problem was. Tom D. of Wilmington was considering encapsulating his crawlspace after seeing his neighbor's newly encapsulated crawlspace. He planned to put new flooring in his home, and figured it was the perfect time to do it. He noticed that his crawlspace was damp and the insulation was in poor shape.
